RE: Federation of Candian Municipalities' Municipal Asset Management Program Grant.

    “BE IT RESOLVED THAT Council directs staff to apply for a grant opportunity from the Federation of Canadian Municipalities’ Municipal Asset Management Program for Asset Management Program Development as proposed by the Public Sector Digest; and
    THAT the Town of Blind River commits to conducting the following activities in its proposed project submitted to the Federation of Canadian Municipalities’ Municipal Asset Management Program to advance our asset management program:

    • Asset Management Strategy
    • Lifecycle Framework Development
    • O. Reg. AMP Compliant with the July 1, 2021 requirement;

    AND THAT the Town of Blind River commits $21,500 plus applicable HST from the Future Projects Reserve toward the costs of these initiatives; 
    AND THAT the remaining components of the proposed project not applicable to the grant in the amount of $57,500 plus applicable HST also be funded from the Future Projects Reserve; AND THAT, if successful with the grant application, Public Sector Digest’s proposal be accepted.”

RE: Blue Box Program, Transition to Producer Responsibility.

    “WHEREAS the amount of single-use plastics leaking into our lakes, rivers, waterways is a growing area of public concern;
    AND WHEREAS reducing the waste we generate and reincorporating valuable resources from our waste stream into new goods can reduce GHGs significantly;
    AND WHEREAS the transition to full producer responsibility for packaging, paper and paper products is a critical to reducing waste, improving recycling and driving better economic and environmental outcomes;
    AND WHEREAS the move to a circular economy is a global movement, and that the transition of Blue Box programs would go a long way toward this outcome;
    AND WHEREAS the Town of Blind RIver is supportive of a timely, seamless and successful transition of Blue Box programs to full financial and operational responsibility by producers of packaging, paper and paper products;
    AND WHEREAS the Association of Municipalities of Ontario has requested municipal governments with Blue Box programs to provide an indication of the best date to transition our Blue Box program to full producer responsibility;
    THEREFORE BE IT RESOLVED THAT the Town of Blind River would like to transition their Blue Box program to full producer responsibility November 20, 2024;
    AND THAT this decision is based on the following rationale:

    1. The Town of Blind River collection contract for Blue Box material expires November 20th, 2024 AND THAT the Town of Blind River would be interested in managing collection services to Producers should we be able to arrive at mutually agreeable commercial terms;

    AND THAT the resolution be forwarded to the Association of Municipalities of Ontario and the Ontario Ministry of the Environment, Conservation and Parks."

    “BE IT RESOLVED THAT Council support the submission of an application to FedNor seeking funding that will allow Blind River to have a fully-developed accessible tourism product;

    AND THAT Council fully supports goals of:

    Local Investment

    Accessible Tourism

    Marine Tourism

    Professional Product Offering

    Regional Economic Prosperity

    Local Merchant Covid-19 Business Rescue Efforts

    AND THAT The Town of Blind River looks forward to a positive response from The Honourable Minister Joly, Minister of Economic Development and Official Languages, as this project meets the mandate of FedNor.”

RE: Boom Camp Boat Launch.

    "WHEREAS the water levels on Lake Huron are extremely high;
    AND WHEREAS the municipality owns the Boom Camp Boat Launch;
    AND WHEREAS the boat launch is not usable in the current condition due to the high water levels;
    THEREFORE BE IT RESOLVED THAT Council direct the CAO to have a work plan developed by the Public Works department for the Boom Camp boat launch;
    AND THAT the Treasurer provide options for Council as to where funds can be obtained from the 2020 budget or reserves;
    AND THAT the report be provided to Council at the July 13, meeting."

    “BE IT RESOLVED THAT Council proclaim March 17 in the Town of Blind River to be Essential Works Day;
    AND THAT a copy of this resolution be forwarded to MPP Michael Mantha, and  MP Carol Hughes respectfully requesting that the Government of Ontario formally declare March 17 to be Essential Workers Day to honour all of the essential workers who sacrificed so much during the COVID-19 pandemic.”

    AND THAT the application process be streamlined to expedite the process to minimize the weeks or month-long processing period for restaurant owners;
    AND THAT a copy of this resolution be forwarded to MPP Michael Mantha, and  MP Carol Hughes.”

RE: AMO Discussion Paper “New Ontario Provincial Police Detachment Boards: Building a Framework for Better Policing Governance.

    "WHEREAS AMO released a Discussion Paper “New Ontario Provincial Police Detachment Boards: Building a Framework for Better Policing Governance, which proposes that Northern Ontario Social Services Administration Boards (ADSAB) replace the current OPP Detachment Boards;
    AND WHEREAS Community Policing is distinctive to each Municipality;
    THEREFORE BE IT RESOLVED THAT Council is in agreement with the Municipality of McDougall and FONOM that Service Administration Boards would not be the best solution for overseeing the Northern OPP Detachments;
    AND THAT a copy of this resolution be forwarded to MPP Michael Mantha, and  MP Carol Hughes."

RE: Great Lakes Water Level.

    “WHEREAS the fluctuating water level of the Great Lakes is causing significant shoreline erosion, flooding areas, extensive property damage to personal and municipal infrastructure and further impacting wetlands, ecosystems and fish habitats;
    THEREFORE BE IT RESOLVED THAT Council support Tay Township with their request that the Ontario Provincial Government and the Government of Canada intervene with the International Joint Commission to better manage and control the lake levels as set out with the International Joint Commission Mission Statement;
    AND THAT a copy of this resolution be forwarded to Tay Township, MPP Michael Mantha, and  MP Carol Hughes.”
